Stupid people make stupid rules. Did it hurt anyone to leave gnomes at the cemetery?
You can always find a gnome in the midst of just about any controversy, can't you?
But I agree that the figures and flowers left on loved ones' graves should be allowed as long as they don't go crazy heaping things in a pile.
